There both MHS, but Peter or Pietro, is at Mach 622-830, which makes him considerable faster two spidey's Mach 400+, but the Spider-sense could counter that
Then there's the Ap, While quicksilver is MCB, Spidey is Large Building level, so Pietro takes this Stats
Next durabilty, Spidey no conest
and there's experince......again spidey no contest
all in all i'd say this is inconclusive, due to the speed gap Peter or Pietro has over spidey and the fact they could literally one shot each other given the right chance

Both have the capacity of one shotting the other, however Quicksilver is much faster.
As a result, it's more likely for Quicksilver to one shot Spidey than the other way around.

^Spidy has Relatavistic reaction speed so he can hit Pietro and since he also has precog Pietro's gonna have a hard time hitting him.
