Fire Dragon and Ninian upgrade

Ninian weakened the Fire Dragon, and it was still a challenge to Eliwood, Hector, and Lyn, who were all High 6-A

Taking on multiple opponents is what gives bosses the "At least 8-C" ranking, all I'm saying is that the Fire Dragon should be at least High 6-A, as well as Ninian for killing 2 of the Fire Dragons
