First off which suit? The Thor buster or Hulk buster? Because they're two different things

As far as I know, Thorbuster >>> Hulkbuster. I am not familiar enough with the Hulkbuster to say, but wasn't the Thorbuster powered by an Asgardian gem and fought against Odinforce Thor?

The gem was made to specifically counter Thor's hammer and Thor's hammer only. Once Thor figured it out, he used his fists and stomped him

On top of that, Hulk-Buster was used to fight Hulk but Hulk was letting Tony beat him up to snap some sense into him

This does not seem nearly as one-sided as you are implying. It seems that once Thor stopped using his powers, he and Tony still clashed for a little bit. I wouldn't call that a one-sided stomp.DarkSchneiderKing said:

The gem was still under usage. And Thor was actually using his powers still. Also, how come we have these power-scaling rules for guys like Hulk who has consistently fought Thor yet it applies to them yet Tony gets a free pass and scales to whoever he wants?

But if he had just figured it out in the previous statement, why was he still using his powers that fueled the gem?

Yes but we still list him under insane levels like 5-B despite him never showing any planet busting capabilities. Also, Iron Man consistently fights guys that are nowhere near planet level and loses. Hes even lost to Spider-Man (Who is legit faster than him but not stronger).

He's not rated at 5-B anymore due to the powerscaling rules.
