I want to know if Character A can withstand the attack potency of a weapon that has demonstrated universe-level destructive capabilities. Would their durability be confirmed to match the attack potency of the weapon?
Depends on if the weapon was used at its universal level capability. If the weapon has one specific attack or technique that is Universe level and it was used, Character A is universal, if the weapon’s normal strikes are stated to be universal level than character A is definitely universal

If the universe is infinite on a 3-D scale, then it is just higher into High 3-A since the universe isn’t a 4-D space, making it so that it can’t be tier 2. If the universe is finite than it is just 9 times whatever the size of the cosmology’s universe is (if no size is given assume the universe is the size of the observable universe).
