Since both are at long range, both will lead with guns.
It's pretty much who shoots who first in which case...incon maybe? Livsey's instinctive reaction might be good enough to at least notice that the hunter is near and his travel speed is extremely high so he'd reach the hunter first. It is very much a fight of who shoots first and I think Livesey's travel speed and abilities make up for the AP difference in weapons and thus it is inconclusive.
 
Uh, speed is equalized and Livesey's travel speed seems to be the same as his combat speed.
basically afaik the speed gets equalized at the highest end. This means that the combat speed for both is equalized at superhuman. Travel speed, however, isn't equalized, meaning that if A has supersonic combat and travel speed but B has superhuman speed, both will have Supersonic combat speed but only A will have supersonic travel speed. This means that Livesy will get into proximity of the hunter faster than he can move away, putting him in range.

Anyways Livesey still has better travel speed cause the hunter is only Athletic human in travel speed and the speed would be equalized to reactions and combat speed, in which case, his is superhuman. Basically the fight remains the same, both see each other, take a gun and shoot. Since either would die from the gunshot it is incon.
