Idk, it can be dismissed as space manipulation, like cutting through some dimensional barrier or things like this.
The "time stops" can maybe indicate infinite speed but just a statament of cutting through time isn't enought for immeasurable speed (expecially if followed by the word "space")

No, piercing the linear time and then you're outside that linear time, not restricted and unbound by that. That's the main requirement, what you're saying is the benefit and the reason why they could do that.

"Outside"? Most immeasurable speed character are still within their time axis, they can simply move however they like forth or backwards in it. Moving in a place with no time does not give any speed.

It does have, and you're misinterpreting what I've meant: Immeasurable characters are still within their time axis, but they're not bound by that simply because their nature allows them to travel to another time axis in the first place — Your second paragraph supports that, by the evidence that they're able to travel backwards in time or forward. Moving in a place with no time doesn't give any speed because time doesn't exist, but it's different if it's a place that transcends the linear time nor unbound by it.

Emh... nope. Most verses with immeasurable speed don't even have more time axis, they can move however they like within their axis, moving on another axis is a bonus for the verses with enought context.

Tbh, It seems more like an ability that can attack space and time, so it would be more of a DC or range thing than a speed feat.

So yeah, it is not really a speed thing, but rather just cutting through time and space, making it "spatial and Temporal manipulation" instead.
