This question came to me partially due to the existence of this thread, though I don't think it is required to read all of it to answer to this thread
Whenever a creations feats are listed on VSBW, their value (Usually) doesn't reflect real world physics (Like E=mc²) because very often it leads to inflated results that are inconsistent within the setting, but also aren't ignored because "they are too impressive and relevant to simply be labelled as unquantifiable", so they are assigned a value based on community consensus. In Deltarune's case, the site rates DW creation as City level because, well, it creates a city or a city-sized world.
Of course, if a piece of media establishes an explicit mechanism that lets us calculate the amount of energy required to create something (Like confirmation that E=mc² applies), then we would use that instead. So lets look at what we're explained about DW creation:
Undertale also gives us context for the creations of Dark Worlds.
Effectively, not taking into account stabbing into the earth, DW creation works by subtracting energy, not adding it, and as far as I can tell there is no valid AP value for something that takes a negative amount of energy to create. It's also hard to use common sense to answer the question "How much energy you need to subtract in order to create a city", because it's not a question that makes sense.
The only way I can see to keep the pages as they are is to argue something along the lines of:
"We agree that creating a city is City level, and Dark Worlds are created by removing light until you reach another side, so creating a Dark World should be rated as 'Reverse City level' which is functionally the same as City level"
(There's probably a better way to phrase this, but you get the idea. I hope)
But then of course, you would start to ask how do lightners survive being blasted by the Reverse City level beam of darkness that you need to open in order to create a DW... though I think you will run into this problem no matter what since other methods to determine how many reverse watts it takes to create a DW would lead to a value too high for lightners to survive (I can think of a method, but that's besides the point)
Why isn't this a CRT? Mostly because I don't have the energy for one, so if this ends up being a problem then another thread could be opened.
