I think its a reasonable assumption that a character can hurt anyone who can hurt them, but if no one else agrees he can stay Street level

I don't think that's a valid assumption given that Marvin didn't fight back and Dark Jimmy stabs him through the back/is his creator (I think)

Unless there is evidence that their offensive power is significantly lower than their durability, their AP and Durability should reasonably be comparable.
