Doctor Doom does the most embarrassing thing in his entire life: playing a dating simulator.

I would give the fight to Doom, he is an incredible genius capable of things that would beat most people with enough time, if it's game logic he would make a bunch of viruses to destroy Monika, or just make a script code to make Monika obey him, or if it's regular fighting logic, Doom would see her as a major threat and just dominate her mind with eye contact.
 
Also quick note, does the low 2-C version of Doom use magic, beacuse if he does that teleportation spell comes in handy for that eye contact domination
 
Those reasons are horrible...

I do not believe he has ever made a virus for reality itself, but even if he has, Monika is non-existent for not having data

Ignore that virus sentence, he didnt know vs rules, his main point seems to be that doom would just use his dominating mind powers on her
