In my horrible opinion Dio wins Round 1 by blitzing Wario but in Round 2 Wario one shots. You could even argue Wario could win Round 1 with a Earthshake punch stunning Dio

Dio's stand is like, thousands of times faster than Wario or so and can bypass his durability rather easily (without breaking character, to boot.)
I'd recommend equalizing speed, else this would probably be considered a stomp.
