This is 10% Deku being used to start with but can go up to 15% if he needs it, speed is equalized, Devil Hulk has prior knowledge on the LS gap between them and the fight takes place in the middle of Deku's hometown.

Devil Hulk is 280.98 Kilotons, but can become far stronger with his rage. Devil Hulk's Lifting Strength is 5417.66 Metric Tons, higher with Rage.

Izuku is 545.80 Kilotons at 10% and goes to at least 550 Kilotons at 15%. Izuku's Lifting Strength is 1498.10 Metric Tons, higher with 15%.

While Devil Hulk's intelligence is Gifted, that's mostly for scientific knowledge and not fighting. So Izuku's combat abilities are generally superior to the Devil Hulk. Due to Devil Hulk having superior Lifting Strength, Izuku cannot restrain him with Blackwhip, though throwing him quickly can still be an option.

Devil Hulk may not be on par with Izuku, but Hulk's not a dumb brute of a fighter. Which is also assisted by his elemental manipulation of fire, ice, and earth. Being able to summon up stone pillars from right beneath Izuku's feet, and covering his body in fire/ice to enhance his strikes or throw out spheres of heat/cold.

Izuku however has resistance to heat, so those kind of attacks won't be as effective. Thankfully with his higher Durability, he can withstand any stone pillars smashing into him from the ground beneath him. And once Izuku becomes mobile, he'll be extremely difficult to hit. As with Blackwhip + Air Force, he's far more mobile than the Devil Hulk.

I'm voting for Izuku. He'll eventually get use to the Devil Hulk's method of attacking and can become faster by going up to 15%. Making it even easier for him to predict and dodge attacks. While Devil Hulk's power will continue to grow, it won't become enough where he'd one shot Izuku.

Izuku's higher mobility, superior skill, Analytical Prediction, superior AP/Dura at first, and faster speed with 15% should give him the win here. This'll be a hard fight, as Devil Hulk's power will eventually reach and surpass his own. But I believe Izuku should be able to take Devil Hulk down before taking a fatal blow.
