In Justice League: Crisis on Infinite Earth’s Part 2 and 3, we are introduced to yet another animated counterpart of the character Dr. Light. As the name implies this character has the ability to manipulate light, and often shoots out light beams. This thread will justify why Doctor lights beams should be accepted as light speed as well as how the proposed scaling will affect the verses.
LIGHT-SPEED REQUIRMENTS
According to the Laser/Light Beam Dodging Featsguidelines, a fictional beam can be considered light-speed if it meets several of the following:

- Is explicitly described as light-speed.
- Is composed of photons or referred to as “light.”
- Originates from a realistic light source (e.g., sunlight, camera flash).
Dr. Lights beams:
1. Travel in a straight line
2. Refracts/Reflects off solid material
3. Explicitly stated to be light based by reliable sources multiple times. 2. 3.
In the movie, lights based attacks are the only thing that the anti-monitor and his shadow demons are vulnerable to so Dr. light is a key fighter in the battle, with lex ultimately creating a plan to beat the anti monitor by harnessing sunlight, once again proving that Dr. light manipulates real light.
4. It causes explosions through rapid vaporization that leaves smoke-like a pour and scorch marks on the ground.

The comic lore of Dr. Light reinforces the idea that she’s manipulating actual photons like the name implies, rather than some arbitrary form of energy that causes bright flashes, with his beams being explicitly stated light-speed in other source material.
As the clips above show, John Stewart is able to react to her light beams. Much thanks to @Ozcantabak for the calc, which gives around 1.1c speed. which essentially scales to almost all super powered beings in the JL.

Green Lantern Blocks Light (Recalc)
This scales to the DCAMU because John Stewart fights the same Constantine from the DCAMU, instead of a rebooted version as his punishment for creating the multiverse by killing darkseid before he could invade the earth, he was cursed to wonder around the multiverse without any memories, with Constantine capable of easily reacting to John Stewart. It is essentially the same as post-crisis and Rebirth superman being the same being.
This John Constantine should be weaker than his DCAMU prime with him stating things like “still enough juice to pull off a clean up spell” implying he’s no where near his peak after all those years of wondering and becoming an old man, or him saying “i’ve just remembered my name, my bag of tricks is not quite up to this”, all pointing to the fact that he was more capable at his peak during the DCAMU.

2. John Stewart Reacts to them to give an FTL rating (~1.1c), so all the heroes who scale to John Stewart, are also FTL.
3. John Stewart fights a far less capable DCAMU Constantine, who keeps up with his speed, so all the heroes who scale to Constantine in the DCAMU, are also at least FTL.
