Basically if there is a creator entity that obviously created the whole verse. and stated many times that he created all of existence and "the story wouldn't be a thing without him"

what im asking is that does the creator entity get all the abilities of the characters in the verse due to being the one that created them?

I think so, it looks a lot like Tori-Bot, where he created every verse through plotting, he gave them the concept of Ki and all abilities, so theoretically he would have all the abilities for being its creator and is even scaled above any feat he has in the work
 
Not necessarily depends on what level that creater actually created that "universe" for example a god might have created a universe but his creations might get powers from a different source not created by that god, or somehow become more powerful than the god created him as by somehow bypassing the rules/limits his creator imposed.
 
By default, being the creator of everything will not grant you the power. Unless there are more expansive details such as every power and ability within the verse being 100% UES based and the "Creator of everything" also happens to literally BE that UES and/or the literal embodiment/source of that UES.
