Im gonna start off here, here are some strong sides of both of them:

Spoiler: Ciri

• Better AP
• Better Mobility (Teleport spam as seen there.)
• Better Skill (Trained by geralt)

Spoiler: Maki

• Better Weapons
• Better BIQ
• Accelarated Development and Stamina (Tbh I dont have an idea how her AD works, but if combined with stamina she might overwhelm Ciri later on?)

Alright, so I'm finally able to comment. Ciri has about a 3x AP gap with Maki, and a considerable LS advantage. Personally think their skill is about the same. Maki's abilities will probably give her the upper hand as time goes on, but Ciri can portal spam. Maki's weapon could also accumulate, but that takes time, and it'll need to build up while Ciri can end her quicker. Anyway, leaning Ciri.
