I want to create a profile for Chronos, a very interesting Sailor moon character, he's never seen or shown but he exists. He's the father of Sailor Pluto and is the creator/Father of time. What ratings does he get

If he never appeared and is only said to exist in one page, he shouldn't have a profile.

He's mentioned through the Second arc in reference to Sailor Pluto, and whenever Chibi-Usa uses her time key or Sailor Pluto does a powerful attack.

if that's not enough for a profile, can there be a section on Sailor pluto's profile in referece to him?

You can mention in Sailor Pluto's page that she is his daughter, but as Matthew mentioned, anything more is not warranted.
