Hello, I am wondering why Amaterasu has an article on the wiki but Chibiterasu does not. Seeing as how he's the protagonist of okamiden, wouldn't it make sense to make an article for him?

The problem with Chibiterasu is that he is dificult to scale. He fought a stronger Yami at the end of his game, however, he also struggles with enemies that are literal fodder to BoG Ammy.

Is there a way we could make either of these PIS?

Well... Kinda.
He also fought the ice dragon that managed to beat Shiranui. However, Shiranui at that point was already close to death after the fight with the owl dudes. So don't really know if it should scale, but is quite notable.
There is also the fact that Chibi is consistently shown as weak without a partner, and endgame Chibi required Kuninushi to get a powerboost from Izanagi's armor.

That's why he is difficult to pin-point. He has consistent feats and anti-feats for both, lol.

Well, he had Manpuku with him during the fight. Every major fight he has help from his partners.

do the partners actually help during the fights themselves or just to keep the story going? When I played it I didn't see Isshaku or and of the others actually help out during the fight itself.

Of course they do. Every fight features a part where the partners are 100% essential to it.
For example; Kurow could fly, and that was the only way for Chibi to actually reach one of the bosses.
Edit: While Isshaku doesn't fight, he was essential in the final fight, since he helped Chibi summon the other partners.

So the partners might actually help out in a supposed fight? I know issun never actually helps amaterasu. But a key could look like different for different partners.
I'd actually think to put him at 6-C and call it a day since his strengths are really great, some even better than amaterasu's possibly, but he does seem to have a lot of loop holes.

Actually, I believe there was a boss that flooded an entire forest (though I don't remember if it was instantly), if someone calc'd that, he can scale to that BoG.
Endgame would be Star Level for sure, since he can fight briefly with weaken Orochi, possibly 4-A because of the fight with Akuro.
