Can we give this character the magical abilities in the verse?

The character is the creator of all kinds of magic and is almost omniscient. He is everywhere and sees everything. And it is he who determines the laws of magic. Since he is the creator of all the spells in the verse, since he is omniscient except for a few very small concepts and omnipresent and see everything and it is he who determines the laws of magic, can we give this character the magical abilities in the verse?
