Can Tier 0 exist with in A-theory of time?

According to this Wiki standard, Tier 0 has to be omniscient. However, in tensed time (A-theory of time), when the past, present, and future are objective, this claim doesn't hold.
For example:

1. Let time be grounded in Tier 0 by saying time is Tier 0.
2. At 03:00 A.M. Character A is sleeping, and at 08:00 A.M. Character A is walking.
3. Tier 0 Knows the current state character A.
4. Tier 0 knowledge of what Character A is doing now changes from sleep in 03:00 A.M. to walking in 08:00 A.M.
5. Statement 4 contradicts the immutability and Omniscient of Tier 0.
6. Therefore, Tier 0 is not omniscient in Time Theory A

Is there a condition that says that time is not Tier 0?
What about a limited form of omniscient? such as Tier 0 only knows universal truth?

It can't be tier 0 if it's limited to time in the first place. A good example of omniscience would be dr.manhattan. he see time in nonlinear fashion. There's no such thing as knowledge from A event to B event. He can see both at the same time. I think that's how tier 0's omniscience works. Correct me if I was wrong tho

The first state is Tier 0 is time. Just like we can't say Tier 0 is bounded by logic since logic is grounded by Tier 0.
