Can passive distance manipulation negate time stop?

If a character has the ability to passively manipulate space around themselves, more specifically, the ability to stretch or shrink distances, would that allow the character to ignore the effects of time stop? Time and distance are invariably linked, so I was curious about this scenario.
 
Probably not. Most Time Stop is presumed to affect all of Space, Time and distance aren't really linked at all besides the fact that to cross distances most beings require Time to flow.
 
That's less spatial and more gravity manip, sure each can cause the other but this is more specific example.
