Can Flash beat Reality Warpers?

I just read in a CV thread Flash (Wally West) can beat Franklin Richards. Does that sounds reasonable to you?

Wally could just speed steal him, BFR him, or phase his brain out of his head. I don't think Franklin resists any of that, and he gets speed blitzed by Wally.

Unless the reality warper uses their powers to negate Flash's speed (such as amping their own or nerfing his), then I see no reason why he couldn't

The thing about that is that the Flash would just speed blitz and haxshot.
