Can a character with 0 rank also get another tier?

Can a character with a tier 0 also have another tier? This seems illogical to me, because tier 0 is considered to be 'god-like,' and there's no need to have another tier. How can something be tier 0 and still have another tier? For example, The Presence from VSBW has both 1A and tier 0. How is this possible?

The 1-A key is the avatar. A Tier 0 being can have multiple Tiers through physical manifestations or Avatars.
