BM Naruto's AP/Durability discrepency

I don't understand why Naruto's AP is much lower than his Durability. It has been shown with Gyuuki and Juubi that Biju/Jinchuriki have AP to hurt themselves.

Naruto shouldn't have Small Country lvl AP and Country Level Dura. Manga already shows that he should have AP to hurt himself significantly.
