Quite short explanation, the biological manipulation comes the same scan we get the mind hax for him, and it also stated in his Pressure of Darkness, though it isn't listed in his Powers and Abilities.

It's said that any of the fetuses still in their mother's womb will become an albino/Child of Noah.

In short, any fetus still in the womb of their mother while within Meth's darkness will become an albino, which should count as biological manipulation.
