Inconclusive. Both can one shot one another in character. Solgaleo Sunsteel Strikes Flaremon killing him immediately. Flaremon uses Seisei no Houkou and kills Solgaleo immediately. Push comes to shove, they kill each other.

Solgaleo can BFR him, but Flaremon is going to start with using whatever moves work and his deletion skill will oneshot. Yeah going for Inconclusive here. Solgaleo can win with superior stats and skills, but Flaremon has few moves he will use so the chance the first will be his instakill is decent, and should it hit Solgaleo won't survive. Inconclusive is the best bet since neither really has a way to prevent the other from using their best abilties, and both are likely to lead with them.

In other words, inconclusive for Dragon's reasons.
