Batman. While I guess one could make the argument that Ozymandias is smarter than Batman (he's explicitly the world's smartest man while Batman is just one of the smartest), I'm not sure if he has comparable resources to prepare with.
Ultimately, Batman wins. Ozymandias is a guile hero/villain, while Batman is far better at action. If we were talking about chess this would be difficult, but in a physical confrontation Bats takes it easily.

Batman in a good fight. He actually doesn't hold an intelligence edge for once, but while Ozy has mastered every martial art, so has batman. Plus batman has way more experience fighting more powerful characters than Ozy. Ozy hasn't exactly fought someone like Batman before either.
