Azula in s3 scales to around 4 tons. 20% one shots 6.28 tons. Add on much better mobility, his air pressure dispersing her fire and Deku should take this handily.
 
For 8%, Azula would have an ok AP advantage, but still loses in mobility. His air pressure can still affect her flames, and since he's not in pain like at 20%, he can spam and fight for hours.

Overall, I think Azula is more skilled starting off, but it won't take long for Deku to figure out her powers and start countering her fire while getting hits with his superior movement.
 
Deku has seen much, MUCH more complicated and intricate "firebending" than what Azula can muster, since he interned with Endeavor, the flame hero. So dodging around and dealing with Azula's flames really shouldn't be too difficult.
 
Deku would see and try to interrupt the lightning. Even if he gets hit, people far less tolerant of pain than him have been violently electrocuted and gotten back up. He's also already been directly hit with a lightning bolt, while already critically injured, and was still conscious.

Either way, Azula wouldn't be able to fire the lightning off anyway since he'd immediately throw air pressure at her while she charges it up.

Speed unequal he gets blitzed, Azula is massively hypersonic.
 
What is Deku's mobility at 8%? What examples of fire manipulation has Deku dealt with? Also has Deku adapted to people more skilled than him in combat?
 
He has psuedo flight via air pressure from his gauntlets, kicks off of buildings or other structures multiple times to disorient his opponent and can swing around with his black whip quirk. He can leap dozens of feet into the air easily and is ridiculously good at precise movements both on the ground and mid air.

Deku has seen fire manipulation from Enji Todoroki whom he trained under for several weeks. He also is classmates with Shouto Todoroki, and has spent over a year training alongside him. Both of these characters have fire manip comparable to how Azula uses it, and in Endeavor's case, far higher skill and versatility.

Yes, Deku adapted to the fighting style of the Gentle Criminal who had decades of experience with his quirk and fighting. Gentle was stomping professional heroes with ease and overwhelmed Deku immensely in their first encounter, but not even 2 minutes later, Deku had analyzed his abilities and could predict almost every single one of his moves as well as his thought process.

She kinda has to "flourish" before shooting lightning, it's quite a it more than just 2 moves. At least on average.

He posseses pseudo flight, energy whips he can use to swing around and can bounce around at high speed, he's trained with the number 1 hero Endeavor who can use his flames to fly and generate fire spears that he can manipulate with enough ease to slice up a skyscraper, yes he was able to predict the movements of Mirio who moves like he's teleporting and is far more skilled than Deku and also beat the Gentle Criminal who has had several years of experience fighting and escaping heroes.
 
Hasn't Azula fought Aang before? Shouldn't she know how to fight against someone who can spam air attacks?
 
Deku fights way differently than Aang, and his air attacks are, generally, way stronger and focused as well. Defending against blasts and slashes of air is very different from dodging small bullets of air that appear from a single finger flick. Add on that Deku is going to be bouncing and swinging all over the place and it gets even harder.
