But seriously, how is this fair in Austin's favor?

Considering The Shadow has resistances to most of Power's Powers (kek), and will likely take the battle much more seriously, he'll take this rather handily. Sure, Austin still has a chance of outgunning him should the Shadow go for a straight firearms battle, but I doubt he won't use some of his arsenal of abilities to give him a definitive edge in the fight.
