Attack Potency Question

The concept of Attack Potency still confuses me. Is it like "doesn't matter how many times he punched the wall, what matters is that he destroyed it"?
 
If it's over time, we usually take into account the AP a character can dish out in a second.

If they destroy a Planet in a few seconds then they are likely still within the planetary range of power. But if it takes them hours to destroy a wall, then it's likely they aren't wall level.
 
Well obviously if a character destroys it in one shot the AP would be much higher than destroying it periodically.

For example:

Destroying a Galaxy over a period of time would normally be Multi-Solar System level but destroying it in one shot would be Galaxy level.
 
28 punches to completely destroy a wall should be Wall Level or Street Level?
