At what level would a device with yet unprecedented power in the world be? The character who says this is also referring to natural events like earthquakes. And he knows almost everything recorded in history.
 
"Unprecedented" is such a variable word that I couldn't exactly begin to explain it to anyone outside of it being a tagline in tabloids. Last time an earthquake is called "unprecedented," it was rated at a magnitude of 8.0: https://www.latimes.com/california/...-california-earthquake-capable-of-8-0-temblor

At the same time... The largest recorded earthquake is this one, which has been rated at upwards Magnitude 9.6: https://en.wikipedia.org/wiki/1960_Valdivia_earthquake

Going off the dictionary definition of "unprecedented," you're looking at a minimum of a Magnitude 9.7 earthquake. Thing is since we're talking about a device thus an artificial earthquake, it would be weaker than a natural Magnitude 9.7 earthquake: https://vsbattles.fandom.com/wiki/Earthquake_Calculations

As such, the device would have at least this much power:

1.5*9.7+4.8=19.35
10^19.35=2.238721139*10^19 joules; 5350671937 tons of TNT (Island level)

I don't know where the wiki got the formula, however. It's just there.

Using their interpretation of the Moment Magnitude formula, I got this:

9.7+16=25.7

25.7*3/2=38.55

10^38.55=3.548133892*10^38 dyne*cm

Essentially the device is supposed to emit 3.548133892*10^38 dyne*cm according to their wonky use of the formula, which... Using that dyne*cm value in the real moment magnitude formula, I got this:

2/3log(10^38.55)=25.7-10.7=15

Which translates to...

1.5*15+4.8=27.3

10^27.3=1.995262315*10^27 joules; 476.8791384 petatons of TNT (Multi-Continent Level)

My advice? Plug my first calculation in as the low end. Use the image you showed me and the second calculation I've made based on that image for the high end.
