Cell is almost solar system level assuming even half less than baseline means cell is 11.5785966022349409/7.5 (if even assuming a third of baseline) times stronger then asura. But Asura scaling goes

Karma Deus < Asura = vitra < Asura < (?) Asura (possibly higher damaged chakra shield even though it was implied he would have burned out his body, and the rage boost eventually will make him stronger in a battle though there is only certain amount of strenght he can gain since this isn't Asura destructor)

so even after all that I still think Asura would need to get stronger the angerier he gets and Cell would still have a slight strength advantage

How so you need a better reason then that

cell has higher physical stats, but asura has a combat advantage due to his multiple arms, so he can keep the pressure up. their levels of regen are on par for the amount of damage they would dish out. cell won't be able to do something like vaporise the guy, it'd take far took much time, and waste most of his ki.

@Fankid Cell can make clones, which nullifies Asura's multiple arms advantage.

I doubt Asura can have more skill than an Android that has the cells of the best fighters in dragon ball including Frieza.

Cell should take this via clones, homing attack, regen, can spawn cell juniors to mess with asura, and better hand to hand combat experience via his cells.
