I have no idea which of the two scales higher, but it seems like Merus lacks Energy Projection without his blaster, something Appule might notice & take advantage of.
Though, apparently Merus should be comparable to Jaco, who can knock out a Frieza Soldier.

Appule has:
Attack Potency: At least Moon level (Comparable to Namekian warriors who are stronger than Saiyan Saga Gohan and Krillin)

I'm not sure if he's stronger, but he's definitely comparable to a Namekian Warrior.

Some sources(Gekishin Freeza) claim Appule's power level to be at least 6,000.

The Nameks he fought had 3,000.

In one of the games, they wrote that he, and not Zarbon, had defeated Vegeta on Namek(unreliable source)
