AP time frame for duration-based attacks?

So I'm doing a calculation involving a death beam that does damage via E=mc^2, and is capable of destroying moons within a given time frame. In the same series, a character can survive this beam for a certain amount of time (like 3 sec)

However, I've been told that on this wiki, something like chip damage (small amounts of damage over time being accumulated) isn't allowed (I have no clue why the irl battleship pages use this anyway).

So my question, is what is the time frame for chip damage AP to count for a stat? For example, withstanding lava for like a minute is one tier, but withstanding lava for a year straight is a much higher tier. I'm talking about the time frames of withstanding a certain amount of damage over time.
