AP & Range

I am so confused about this.
Example Feat: A character destroys two space-times
There are some characters rated at Low 2-C AP with 2-C range and some with 2-C AP. They literally pull off similar feats. What exactly is the difference anyway?
 
Some characters are Low 2-C via downscaling from a baseline 2-C feat; but still have the range to cross the entire distance between 2 timelines.
 
If it's one character destroying two timelines at once; it would be 2-C outright. I meant destroying two or more timelines one by one would simply be Low 2-C or two characters combined might just barely reaching baseline 2-C would just make them Low 2-C individually; but they would still have real good range.
