Looking at the scan, he slices those guys' heads off their necks.
According to the wiki, slicing a human's head off their neck is 616.6422068 Joules (Street Level), and to find slashing 15 of them would just require you to multiply that by 15, which would be 9249.633102 Joules (Street Level+).

You sure it’s as simple as multiplying them? The necks are not conjoined. Well depending on how close the necks are at least it could work.

Well even if they aren't conjoined, it's not like his sword loses all momentum after slicing a neck. He just goes through all of em at once (at least that's what I'm imagining according to the wording) with one swing, so I don't see why it can't be slicing a neck multiplied by 15.
