AP for making a storm worse

Basically, in the DLC for The Messenger, one of the bosses is fought in a storm. During certai points in the fight, the boss gets mad and the storm gets much, much worse. It's somewhat safe to assume that the boss caused this, since their attacks mostly consist of wind and electricity attacks. This is also a pretty minor boss, meaning it's most likely that harder bosses in the game are stronger than it.

Huh, maybe you can calculate the energy required to form both storms and then substract.
