Pretty sure the + in a tier is only applicable if a calculation puts it on the higher end of the tier. I could be wrong though. If you get rid of the +, I think the first key for my character Blake Beetle would put up a fight against the first key of Link, but as it stands I'm uncertain.

@Derp: No, you're pretty right on that of the first one. The +, as you yourself said, is only done IF the character is on the higher end of a tier (usually this is done via a calc).

I was told of another way of how this can be done without doing one but i more or less forgot what it was.
