The show makes it pretty obvious that when she transforms into She-Ra, Adora is at the top of her verse's hierarchy in terms of power (being the princess of it and everything...):

• Entrapta states that She-Ra is the only being strong enough to survive using the Heart of Etheria.
• Shadow Weaver states that She-Ra is the only being strong enough to use the Failsafe to the Heart without dying in the process.

Naturally, this would put her above Frosta and her feat of freezing Mount Candila
