just want to know why the chaos gods or c'tans or god emperor on hyperverse level,when many of the fans who read the books said they are only multiverse level?

Because some sites don't do anything past infinite multiverse level.
For others that do, the lower rating is often stems from the fact that many users aren't too familiar with 40k's larger cosmology, or even many of the more recent contributions within the past half-decade or so.
There are legitimately still a large group of people who think the Warp is strictly galactic and that the Chaos Gods would actually die if the universe was destroyed.
If you want to see numerous Tier 2 & 1 feats from them, I have a blog with a section for the Warp Gods.
