Variable. The DeLorean can time travel, Wally West can time travel, Superman can time travel by flying around the Earth really fast reversing it's rotation. It really depends on the context.
Basically, speed has nothing to do with time travel in the wide span of things. Because it can be anything. Time travel in itself can also an ability granted by time manipulation but the character may only be peak human in physical speed. There's no definitive value here.
