About the "At least tiers"

For example: Character A is 7-B and Character B is At least 7-B.

Does this mean that Character B is at the high end of Tier 7-B and that Character A is at the low end of 7-B?

thers's no difference, and 7-B+ is the high end of 7-B

The + takes care of such "high ends" of tiers.

"At least" is when a character has this feat as a casual one. It is the minimum we can rate them as, because they're quite above this feat we scale them to.

IIRC Antasma who used to be 2-C got upgraded to At least 2-C before being upgraded to 2-B after DRB accepted the upgrade.
