This is a description of his level, he was set to Town level, which is equivalent to a high level Jounin.
But I disagree with his level, his level is exaggerated. For example, his strength requires a lot of Anbu to defeat him and he can get worse from Anbu's chase.
In addition, Anbu is not at the 7-C level, Shisui can get worse from being followed by Anbu, meaning that his strength is not much stronger than Anbu.
Regarding Anbu's leagues, they are at a stronger level than Gennin, which is 8-A and very much at the Low 7-C level.
Tier
1. He should only scale through Anbu because there is no evidence that he is as strong as high level Jounin.
2. He is just a 13-15 year-old child, which is on average equal to Neji. He should be just as low 7-C, like a kid ninja like him.
3. Anbu is only 8-A to Low 7-C.
4. He was said by Ao, that he had faced Ao.
