Is it possible for a character to have varied range?
Like, Range is depending on the Location of where the character is fighting.

AFAIK, varied range on a character depending on their feats. For example, if one time he uses a sword, and another time he uses a bow. It would be written as "Sveral Meters with Sword", and "Tens of metres with bow".
 
Generally the range of a character depends on the attacks they used. Obviously you're gonna have less range when you punch than you would when you cast a fire spell.
 
if u mean a character is in a room and can't leave then his range is several meters then yeah

Like for example, when a character is fighting on earth, their shockwaves can go Planetary and when they fighting in a Universe their shockwaves can go Universal, when they fighting in another plane, they can shake the Multiverse?

If he is fighting on Earth he is fighting in a universe.....
