No, I typically change them after I update a verse.

I think it depends, if there is tier 1 involved. If tier 1 is already accepted then you can go without a crt.

If you're just applying already accepted stats and abilities to the section, then a CRT isn't needed as that would fall under a minor edit. If you're overhauling layout, you should make a CRT though that would be a relatively minor one. And if you're trying to apply stats or abilities that aren't accepted, then you should get these stats or abilities accepted then you're good to go
