From what I can see, the only things that were really contested were the AE and Immunity Negation. Since they force settings onto one another, essentially giving them aspects they lack, I see no issues with that being Immunity Negation, since that's how you would bypass Immunity/NEP.
As for AE, it does seem more like Type 2 to me.
Aside from that, it doesn't change any tiers, so two votes should be fine.
