Hmmm....hard one to say.

Peter definitely has more experience than Saito.

Saito, in a way, could outsmart Spidey with his magic and teleportation, asde from the fact he uses actual weapons which are commonly seen to harm Pete. Though, to be fairs, Peter could web his weapon away from him.

And, Peter's Spider Sense could prevent him of something fully catching him off guard through the match and who is to say this Peter hasn't faced magical users before too?

My vote would go to Peter due to far more experience in battle and general better hand to hand battle if he manages to force Saito into it.
