A simple question about tier

Is someone even considered to be on the same tier if they could schooled the entire tier on their own?

I'm not sure what you mean. Though yes, someone who can defeat every other 4-C character with raw power can still be 4-C, just at the highest end possible.

This typically results with "At least 4-C" or something, unless the characters where already on the higher end of the tier, then it could be a tier higher.

What about the case of " everyone in the same tier at the same time"? Would that count for the same tier too?

Edit: If that count for a tier raise, then there would be some interesting "tier-raising" match with one person fighting an entire slew of another.
