A request for clarification on a point in the Editing Rules

Hi, occasional though long-time lurker of the wiki here. In Editing Rules for the wiki, there are the following statements:
All featured characters in our profiles should originate from actual stories, from works that are reasonably notable or popular outside of versus debating communities.
Low-powered characters are allowed to be featured here as long as the characters come from popular/notable verses that are overall worthy of indexing, they are important to their stories, and the profiles are reliable and well-made
What, exactly, defines "popular" and/or "notable"?

To not hide anything, this question is due to a discussion on Discord, where we were at first discussing a character and how strong they were, with an attempt to calculate it, when it was joked that this character was going to end up with a Vs Wiki page. In response, I brought up the Popular/Notable rule, and was then asked what qualifies for that. I didn't actually know, so here I am.

The work in question being discussed was Vigor Mortis on Royal Road/Amazon, for those wanting and/or needing to know.

Basically needs to have a decent number of viewership and it needs to have an active fandom/readership/viewership.

I am not sure where, but in a thread from last year, iirc someone said the minimum criteria for a web novel is to have at least 10 comments per chapter or something.
