I think that battles between 1-A's are rather discouraged but not actually prohibited because they are so above logic that it's hard to know who would beat the other. Although I don't think you can do battles with High 1-A's.

High 1-B and regular 1-A battles are allowed but discouraged, yes, given that they are almost impossible to determine the outcome of.
