A point of tier upscaling for each tier?

A character A one-shots character B and/or shown/stated/implied to be much stronger, what is the minimum TNT value at which one can upscale to next tier in that scenario for each tier? This 1.3x or 1.5x thing is difficult to find.

It's usually 1.3x but it could be looked at case-by-case if the difference between the character and the next tier is slightly higher than that number.
 
I'm asking specifically for the minimum TNT number for each tier, not the amount of times
Just take the upper limit for each tier and divide it by 1.3x. For example, the 9-A upper limit is 2 Tons of TNT, so the minimum number where upscaling would be allowed would be 2/1.3 = 1.53846154 Tons of TNT
