A passive question
The ability meets the passive standard and works independently of the user; the user has no effect on this ability
But it is not known whether this ability works at 0 time
Do the statements at the beginning prove that this ability works at 0 time?
 
An ability functioning independently from the user isn't proof that it has infinite speed by itself. That just means the ability's usage doesn't share the reaction speed of the user directly, so the ability has its own speed that is quantified like a separate character. If the ability can be used to benefit the user against comparable opponents, then the ability probably scales to the user in speed anyway.

If the user has infinite speed, then sure, the ability can work in zero time if the ability has feats of being comparable to its user or opponents the user fights, but that has nothing to do with inherent aspects of passive abilities. If the passive ability in question is from some sort of qualitatively superior source that independently helps the user, then sure, that means the ability works in zero time, but that still has nothing to do with inherent aspects of passive abilities.

If an ability is passive, it means it happens automatically. If the ability activates automatically in response to what prompts it to, it doesn't necessarily work in zero time without feats or information implying so, for the same reason teleportation doesn't speed blitz anyone who lacks at least infinite speed, that being because activation speed is quantified by what it's relative to. If the ability is always active automatically, continuously occurring regardless of any prompts, it still doesn't necessarily work in zero time for the same reasons as before, plus because things just existing continuously like you and I clearly don't have infinite speed. However, in the latter case of an ability always being active automatically, it might work against opponents who can move in zero time, because the ability is in play before the battle begins and before speed is a factor.
